Short answer: full-home HDB renovation budgets in Singapore vary widely by flat size, whether the flat is new or resale, and the amount of hacking, masonry, carpentry and M&E work. A defined renovation package should not be compared directly with a full-home market median unless the scope is comparable.
What does a HDB renovation cost in Singapore in 2026?
Qanvast's February 2026 analysis projected the following ranges based on 2025 median data and a 1–2% inflation assumption. It drew from 341 BTO renovation projects and 449 resale HDB renovation projects on its platform.
| Flat type | BTO / new HDB | Resale HDB |
|---|---|---|
| 3-room | S$40,800–S$52,500 | S$55,000–S$68,300 |
| 4-room | S$50,000–S$60,000 | S$70,000–S$81,600 |
| 5-room | S$60,600–S$76,500 | S$80,800–S$98,900 |

Why those figures should not be treated as a quotation
A market range blends projects with very different scopes. One homeowner may retain existing flooring and bathrooms; another may hack most finishes, rewire the flat and commission extensive built-ins. The same “4-room HDB renovation” label can therefore describe very different jobs.
When you compare quotes, first align the scope: quantities of carpentry, countertop material, masonry, electrical points, plumbing, ceiling works, painting, doors, glass, hacking and disposal. Then compare prices.
Where Project Direct's BTO package fits
Project Direct's BTO Move-In Package is a defined pre-designed package, not a claim that a complete custom 4-room renovation generally costs S$15,500. The package is S$15,000 for a 3-room, S$15,500 for a 4-room and S$16,000 for a 5-room BTO, with one of four design sets selected.
That distinction matters because package pricing is meaningful only when considered together with its written scope and exclusions.
BTO versus resale: why resale often costs more
Resale flats can involve removal of existing finishes, rectification, older services and more labour-intensive preparatory work. Qanvast's 2026 figures show materially higher projected ranges for resale flats than new BTO flats, but the actual difference depends on what is retained and what is replaced.
How to compare renovation quotes properly
- Make scopes comparable. Compare the same quantities, dimensions and materials.
- Separate supply from installation. A quote may include installation but exclude the appliance, sanitary ware or lighting fixture itself.
- Check exclusions. A low headline figure may be perfectly valid if the package is deliberately narrow.
- Check contractor registration. For HDB flats, HDB says homeowners should engage contractors in its Directory of Renovation Contractors.
- Keep contingency. Site conditions and owner-requested variations can change the final cost.

Frequently asked questions
Is S$15,500 a normal price for a full 4-room BTO renovation?
Not necessarily. Project Direct’s S$15,500 price is for its defined 4-room BTO Move-In Package. Full-home custom renovation market data covers broader and varying scopes, so the two figures should not be compared without aligning inclusions.
Why are resale HDB renovations often more expensive?
Resale homes can require removal of existing finishes, rectification and more preparatory work. The amount actually required depends on the flat condition and what the homeowner retains.
Should I choose a contractor based on headline price alone?
No. Compare exact scope, quantities, materials, exclusions, registration, payment terms and warranty before comparing the final figure.
